South Africa’s Car Exports Fall Sharply Due To New EU Carbon Emission Regulations

South Africa’s car exports fell significantly in October 2024, mainly due to the increasingly stringent EU carbon emission standards for cars. According to data from the South African Automobile Industry Association (NAAMSA), South Africa’s car exports in October fell 42.6% from the same period last year to just 17,324 units. The decline reflects the slowdown in demand in the EU market, especially against the backdrop of the EU’s stricter new carbon emission regulations.

The EU will gradually implement a series of strict carbon emission standards from 2023, requiring all cars imported into the region to meet lower carbon dioxide emission limits. This policy change has a direct impact on South African car manufacturers, as the EU has long been the largest market for South African car exports. In recent years, South African car manufacturers have relied on stable demand from the EU market, and the implementation of the new regulations has forced many South African-made cars to fail to meet these stricter emission requirements.

Data from the South African Automobile Industry Association shows that the export volume in October 2024 is the lowest level in recent years. This situation also highlights the high dependence of South Africa’s automotive industry on external market demand and the potential impact of changes in global emission regulations on its export competitiveness. As the EU gradually strengthens carbon emission regulations, South African automakers face the challenge of how to improve technical standards and emission reduction capabilities.

In addition, the growing demand for electric vehicles in the EU market has led to a decrease in the export of traditional fuel vehicles. Although South Africa has a certain electric vehicle production capacity, compared with the world’s leading electric vehicle market, South Africa is still in its infancy in terms of electrification transformation, which also puts South Africa’s automobile exports under further pressure.
